The Maritime Bureau of the Ministry of Land, Infrastructure, Transport and Tourism  (formerly the Ministry of Transport) focuses on developing shipping, shipbuilding and related industries, and is pushing forward the research and development of advanced ship technology.

It is also concerned with establishing rules and regulations for ship safety, preventing marine pollution and conducting ship inspections and tonnage measurements. MLIT promotes international cooperation by attending the OECD Council Working Party on Shipbuilding and the Asia-Pacific Shipbuilding Expert Meeting (APSEM).
