The Ocean Policy Research Foundation was established as the endowed "Japan Foundation for Shipbuilding Advancement" in 1975. At the outset, it promoted the shipbuilding industry and related manufacturing industries through activities such as conducting management diagnosis, financing business operations, supporting technology development and taking measures to prevent marine oil pollution. Subsequently, in response to oceanic problems which concern the foundation of shipbuilding, the Foundation's activities expanded to include research into and study of maritime affairs overall.

In 1990 the name of the Foundation was changed to the "Ship & Ocean Foundation." It organized within itself the "Institute for Ocean Policy, SOF" in 2002. This transition shows the process by which the Foundation functions as a Think Tank on ocean matters. And now, in accommodating its situation as a dual system encompassing a foundation and an institute, and proceeding at full speed with studies on the whole range of maritime affairs, the Foundation is operating under the name of "Ocean Policy Research Foundation.

Before SOF established an "Ocean Policy Think Tank" and launched this newsletter, there existed no organization or facility in Japan to discuss ocean issues comprehensively. The "Ship and Ocean Newsletter" is published to facilitate a wide range of discussion and exchange on oceanic topics, in order to raise the awareness of the importance of the world's oceans and their resources. It is funded from a portion of the public fund created by motorboat racing in Japan.
Presently, the "Ship and Ocean Newsletter" is published only in Japanese. The full transcripts are available on the Japanese homepage for those whose browsers support Japanese. The preview edition and some selected items have been translated fully into English. For all other items a small outline is provided. If a topic interests you, we would be happy to provide you with the Japanese version of the full transcript.
